Any employee with an ounce of pride would have no choice but to look elsewhere.
That flippant, no thought required response was rude.
Couldn't the manager at least have went through the motions of trying to satisfy her request?

You say, "The best way to keep your recruiting costs low is to not lose good people." That's true, but I'd amend it to "good people who fit your culture." No matter the skills, some folks are a poor fit for your company and it's better for you and them if you find out quickly.
